  环境影响评价是生态环境源头预防制度体系的重要一环,历经多年探索与实践,在园区、矿产、能源、水利、交通、石化、冶金等领域,优布局、调结构、控规模、顺时序、强措施,对于推动相关规划的优化调整以及建设项目的高水平准入发挥了重要作用,累积了大量经验和优秀案例。
 
  案例二:某产业园区规划环评大气环境影响评价
 
  一、产业园区区位特点
 
  该产业园区为国家级经济技术开发区,经过近30年的发展,现状形成了以有色金属、电子机械为主导的产业结构。园区产业发展规划(2021-2035年)提出,规划期将大力发展电解铝、再生铝、阳极碳素及铝材高精深加工产业。但园区紧邻规划中心城区,周边分布有国家级风景名胜区、省级自然保护区等环境敏感区,区域大气环境敏感、保护要求高。
 
  二、重要生态环境制约因素识别
 
  区域大气环境质量现状良好,近五年环境空气质量均满足二级标准。园区现状大气污染物排放主要集中于有色金属行业,该行业二氧化硫、颗粒物、氮氧化物等污染物排放量占比均超过75%。本轮规划提出,电解铝产能计划大幅增加,并配套阳极碳素项目。规划发展的主导产业有色金属属于“两高”类,污染物排放量和能源消耗量大,规划实施的环境制约因素突出。
 
  既要守住区域大气环境质量目标底线,又要合理科学谋划园区发展,指导园区在区域环境可承载的前提下,合理确定产业规模和结构,并提出针对性的保护要求和措施,是本规划环评的重点和难点所在。
 
  三、大气环境影响评价思路及主要内容
 
  规划环评过程中各方充分互动,关停淘汰区域落后产能、夯实区域减排量,推动现有电解铝产业升级改造、大力削减存量,加严排放标准、严格控制增量,结合大气环境影响预测评价,提出了规划产业规模和结构等对策建议。
 
  (一)识别关键因素,合理设置规划情景
 
  通过对规划产业定位、规模、开发时序及配套基础设施等内容分析,识别出规划的产业规模,尤其是电解铝和阳极碳素的规模是影响区域大气环境质量的核心因素。结合园区产业发展现状及后续安排,以电解铝和阳极碳素规模逐步压减为前提,分别设置了规划情景、优化情景1和优化情景2等三个规划发展情景。其中,规划情景下,电解铝和阳极碳素规模较现状分别新增近2倍和6倍;优化情景1,取消阳极碳素定位,压减40%的新增电解铝规模;优化情景2,在取消阳极碳素定位的同时,压减60%的新增电解铝规模。
 
  (二)削减存量,控制增量,确保增产减污
 
  一是推动升级改造,大力削减存量。现状电解铝企业按超低排放要求进行提标改造,关停现有阳极碳素项目,同时对区域陶瓷、砖瓦等行业进行优化提升,区域二氧化硫、氮氧化物和颗粒物年排放量可分别削减2149t/a、525t/a和496t/a。推动解决现有生态环境问题的同时,为规划实施腾出环境容量。
 
  二是加严排放标准,严格控制增量。规划新增电解铝项目同步提标至超低排放标准。园区电解铝用电坚持“全水电”原则,与地方水电公司签署直供协议,不再新建自备电厂。
 
  三是严守底线原则,实现增产减污。本次评价将二氧化硫、氮氧化物和颗粒物在规划情景、优化情景1和优化情景2三个情景下的年排放量作为压力指标,分别核算了各污染物增量。结果表明,规划情景下氮氧化物和颗粒物大幅度增加,优化情景1和优化情景2可实现减污目标,因此将为优化情景1和优化情景2作为备选情景(表1)。

  (三)优化产业结构和规模,推动区域环境质量改善
 
  采用大气导则推荐的CALPUFF模型对各情景的主要污染物规划新增排放量、削减排放量的年均浓度贡献值进行了预测,将区域环境质量改善作为约束指标,建立基于“排放源-环境质量”的响应关系。
 
  以细颗粒物为例,各情景下的最大落地年均浓度贡献值如图1-图3所示。
 

 

  可见,经过对电解铝和铝用碳素规模的逐步压减,细颗粒物的影响范围和程度均相应缩减。通过叠加区域削减源,在规划电解铝项目达产后,优化情景1下,细颗粒物最大落地年均浓度满足生态环境分区管控确定的区域大气环境目标,但不能实现区域环境质量不下降的环境目标底线;优化情景2下,细颗粒物最大落地年均浓度满足区域大气环境质量改善目标要求。同时,优化情景2下,叠加区域削减量以后,周边风景名胜区和自然保护区的各类大气污染物最大落地浓度日均值和年均值均有不同程度的改善。基于以上预测评价结果,规划环评将优化情景2作为最终推荐情景。
 
  (四)明确优化调整建议,切实发挥规划环评作用。
 
  基于区域环境质量改善目标要求,结合电解铝和铝用碳素不同规模情景的大气预测,在推动解决现有环境问题的同时,提出了现有产业淘汰落后及升级要求,以及大幅优化规划“两高”产业规模和结构的建议,通过充分互动,最终在规划中得到落实。
 
  四、专家点评
 
  该产业园区规划环评的大气环境影响评价有三个显著特点:
 
  一是基础工作扎实充分,现状调查全面细致。评价详细调查了园区有色金属、建材等重点行业所有企业的生产现状、污染治理水平、资源能源利用情况,以及区域环境敏感区和环境质量现状等情况;与地方生态环境、发改、经信、园区管理机构等部门就规划目标等的对接交流细致充分。上述基础工作为淘汰落后、提升存量的精准施策,以及评价预测情景的高效设置奠定了良好基础。
 
  二是围绕区域环境质量不下降的总体目标,把握了规划评价的底线原则。针对园区所在区域大气环境质量现状良好,且周边分布有自然保护区、风景名胜区等重要环境敏感区的特点,从淘汰落后、提升存量、严控增量等角度出发,开展了评价论证,并进行充分互动,指导园区在区域环境可承载的前提下,优化调整产业规模和结构,实现绿色发展。
 
  三是规划评价情景设置针对性较强,情景设置与污染排放、环境目标、优化建议之间的逻辑关系较强。建立的“规划方案-环境目标-优化调整”链条清晰,通过设置不同情景,定量预测评价了大气影响,分析了不同情景下的环境质量目标可达性,科学支撑了规划决策。
 
  总体上,本园区规划环评大气环境影响评价思路较清晰,基础工作扎实,结论可信,对园区产业的规模调整、结构优化和污染治理等具有较强指导性。
